I'm thinking about upgrading my 2018 13" MacBook Pro w/8g ram. to a 13" M2 with 16g
will upgrading memory from 8 to 16 stop the "webpage is using significant memory message?
This isn't the only reason for the upgrade but if I am upgrading I want to make sure I get a machine that will run without issues when pages start loading add ons and pop ups etc.
I keep a few programs open like a family tree program and mail that probably uses memory but nothing with a high drain.

It is intended to draw your attention to the fact that particular webpage code is using a lot of memory, and such usage may be affecting your Mac's perfomance. So-called "news" sites tend to be among the worst offenders.
It's very easy to determine if your Mac's performance is being limited by available memory. Please read
Check if your Mac needs more RAM in Activity Monitor - Apple Support. If the "Memory Pressure" graph is frequently "red" your Mac will benefit from additional memory. If not, it won't. It's that simple.
Macs with Apple Silicon use memory more efficiently than Intel Macs. Having said that if you are considering a new Mac I recommend specifying at least 16 GB memory. 8 GB simply isn't that much these days.

Yes, I use Yahoo.com as a homepage and that certainly contributes to the usage. Activity monitor is pushing 7 + Gig.
