iPad won’t highlight text to copy/paste

My grandpa just got a refurbished IPad and is having trouble highlighting text (song lyrics to be posted in his notes).

It’s nearly impossible to drag the highlighter to the correct spot, it’s like it doesn’t recognize the finger. We have checked calibration and it is fine. This is also not just a website issue as the same thing happens in the notes app.

We'd love to see if we can help out. To ensure that he is performing the right steps according to what he is trying to do, please see the steps we've provided below.

"Select and edit text

To select text, do any of the following:

Select a word: Double-tap with one finger.
Select a paragraph: Triple-tap with one finger.
Select a block of text: Double-tap and hold the first word in the block, then drag to the last word.

2. After selecting the text you want to revise, you can type, or tap the selection to see editing options:

Cut: Tap Cut or pinch closed with three fingers two times.
Copy: Tap Copy or pinch closed with three fingers.
Paste: Tap Paste or pinch open with three fingers."
