I can't remove app restrictions in appstore for sons ipad

I want to install some apps that I am okay for my son to use. (YouTube, Spotify, minecraft etc)

I'm trying to set up his ipad. It has an apple id I have set up for him connected to family sharing.

In his screen time setting I have change the content restriction setting for apps to 'Allow all' instead of a lower than 18 age group. I did this on my iPhone

On his ipad it still has the option to download the apps inwant greyed out saying ita age restricted even though I've turned them of.

Does it take a while to sync the new settings to his ipad or something?

Also another issue - I have set a pin for the screen time settings. It works fine on my iPhone when I want to make changes for his screentime settings.

But on the ipad itself it says its incorrect every time. It is 100% the same passcode I'm typing in.

Would really appreciate any help. Driving me crazy

If you can't get apps then the ipad is next to useless, he's just going to want my phone the whole time!
