Then you will have to rely on 3rd party apps. The downside of a discount carrier. But there are several good 3rd party apps.
Your carrier probably has a spam call reporting service or an app. Apple doesn’t, but there are also several apps in the app store. The original, and possibly still the best is Nomorobo.

In the US the 3 main carriers (AT&T, T-Mobile & Verizon) all have spam call filtering.
