How do I retrieve my iCloud Photos from my lost iPhone (that doesn’t have service) that has a different Apple ID then my iPad?

Assuming that your lost iPhone was using Photos in iCloud prior to its loss - if you know the AppleID credentials that were used with the iPhone - you can access and download this photos directly from iCloud using a web browser from any computer (or your iPad):
