PDF Missing Pictures When Viewing in Preview
When I download a PDF file using Safari I often find that images are no included in the document. Current system: Mac Apple M1 max 2021, OSX Monterey 12.6
As an example:

Clicking the PDF icon on the upper right will produces in the window an intact document. However:
1- When I click the upper right blue icon "Download" the document has text etc but figures which may be too large are omitted.
2- Trying to go around the problem with Safari -> File -> Export as PDF doesn't work only the first page cut off halfway is saved
3- Clicking " ..." more" and printing the document will preserve the figures but at the cost of losing word recognition; the file is saved as a series of pictures of each individual page.
Firefox does not appear to solve the problem: similarly the preview in the broswer gives an intact document the download (however done) truncates the larger images
This is something new, which I am also experiencing on the iPhone 7+ iOS 14.8
