You need to be signed in to to the same Apple ID on all devices as well as have Wi-Fi, Bluetooth and Handoff enabled on all devices. They also all need to be within Bluetooth range and be running the same relevant software version.

That is not the problem. I am always signed in with the same Apple ID on all devices as well as have Wi-Fi, Bluetooth and Handoff enabled on all devices. Bluetooth is always on and the devices are within inches of each other. I checked these parameters before I reached out. Both devices are up to date with the same relevant software. This is, as stated, a problem/glitch that has occurred since Apple introduced iOS 16. It is a well established fact that there are copy & paste problems across all devices since its introduction. This is just one more.
