Thanks for the info. Thinking about the UNDO SEND made me realize what the issue was. I've always made it a point to clean up apps on my iphone (even though this does use up more battery power and Apple suggests not to do it). I like to keep things neat. When I went to IOS 16 I was still cleaning my apps. So when I sent an e-mail I was just in the habit of killing the app right away unless I had other e-mails to deal with. Bottom line is I was killing the app before the UNDO SEND had disappeared which in turned just makes that entire e-mail disappear (not in drafts or outbox, nowhere). My solution was to remove the undo send and the problem is gone.
Turns out it was a User problem.
