No. Apple Pay itself is not an account that can hold money.
Apple Pay just transfers money using credit and debit cards to pay merchants.

NB: You must be a resident of the United States and your device must be in the United States.
Seems you also use credit / debit cards that are in Wallet app to add money to Apple Cash.
