Just upgraded to OS 13.1, now every few seconds I get a "Background Items Added" notification about "(null)", can't figure out how to stop it.

An app is loading some background process for the first time. It is notifying you that it is. It is supposed to check to see if it is approved, then ask if not.
If you get repeated requests, it could be the app doesn’t process the check correctly or macOS isn’t responding correctly—I don’t think anybody knows. However, none of the very limited number of apps I have with background processes running have ever repeatedly asked.

How to repair this?
The settings of 'login items' seem not to have any effect.
The setting has no effect on the notification.
I haven’t seen where anyone has figured out how to fix.
