How do i stop the “Add a new payment Meathod”?l

I want to install free apps in the App Store but the only thing that pops up when I try and install it “payment information required”. I tried installing random apps and it works, I uninstall it and try again. As soon as I try installing it again the payment method requirement thing pops up. I’m getting really irritated by it because I’ve tried everything and nothing works.

iPhone 11, iOS 16

If you can't make purchases or update apps, including free apps, you need to update your payment method or add a new one. If you already verified that a payment method is available in your country or region and you're still having trouble, learn more.

Billing information is needed If you can't choose None as a payment method. The "None" option will not appear...

If you have an unpaid balance or payment due
If you have a subscription that automatically renews
If you're using the iTunes Store or App Store for the first time
If you are not in the country or region you’re creating an Apple ID for
If you changed your country or region
If you're a part of Family Sharing
