im trying to update my visa debit card so i can get the 200g icloud storage but its NOT working???

Iam unable to buy icloud storage . Everytime iam trying to load the amount but it is not getting added . I wanted to update payment method (Credit/Debit card) but card option is not showing to add. if it was me then I would try reading

If your payment method is declined in the App Store or iTunes Store - Apple Support
