How do I make Stage Manager and Spaces remember my application arrangement across monitors ?

I'm finding it very frustrating that neither Spaces nor Stage Manager remembers how I arranged my windows. After going to sleep or after a reboot, everything appears to reset.

I run a multi-monitor setup with USB and HDMI monitors. Sometimes Ventura forgets the monitor order and completely rearranges applications on different monitors. I am using a MacStudio on the latest version of Ventura.

Surely it should be simple for MacOS to 'remember' which applications have been organised in which spaces!!
