How to allow YouTube app with a supervised account on iPhone with content restrictions turned on to 12

On iPhone XR, we have content restrictions turned on for our older elementary age child, and for this question specifically, the apps are restricted to 12+ ratings (the next level up is 17+). He likes watching YouTube, so we have a restricted/child/supervised YouTube account set up for him. Since the YouTube app is rated 17+, how can we keep content restrictions turned on for the whole phone, but still be able to use YouTube with a supervised account? I haven’t seen a place under Screen Time to add and approve specific apps. I really don’t want to change his app settings to 17+ just for YouTube, and he says YouTube kids doesn’t have the videos he wants to watch. Whenever I turn on Downtime, he can no longer access YouTube.

Here is where the app restriction setting is:

Screen Time > Content & Privacy Restrictions > Content Restrictions > Apps > 12+

That doesn’t really help because there is no option for adding certain apps.

Definitely not helpful, although this could probably be described as a feature request - I have a similar situation, except replace YouTube with Discord. I was hoping to see a list of 3rd-party apps installed, with similar functionality to the existing menu where you can toggle 1st-party apps on and off, but nope, not possible. Making this worse is that the phone I want to use this on is an iPhone 7 so no IOS updates either 😭

 Setting up parental controls on your child's iPhone, and apply the steps to prevent explicit content and content ratings seems to be working as designed.

Prevent explicit content and content ratings

You can also prevent the playback of music with explicit content and movies or TV shows with specific ratings. Apps also have ratings that can be configured using content restrictions.
To restrict explicit content and content ratings:

1- Go to Settings and tap Screen Time.
2- Tap Content & Privacy Restrictions, then tap Content Restrictions.
3- Choose the settings that you want for each feature or setting under Allowed Store Content.

Here are the types of content that you can restrict:

• Music, Podcasts, News, Fitness: Prevent the playback of music, music videos, podcasts, news, and workouts containing explicit content
• Music Videos: Prevent finding and viewing music videos
• Music Profiles: Prevent sharing what you're listening to with friends and seeing what they're listening to
• Movies: Prevent movies with specific ratings
• TV Shows: Prevent TV shows with specific ratings
• Books: Prevent content with specific ratings
• Apps: Prevent apps with specific ratings
• App Clips: Prevent app clips with specific ratings
