I am connected to wifi on my new iPad 10th generation (cellular +WiFi) but the WiFi icon is not displayed on the home page. Should it be? Also there is no Cellular icon displayed.

The WiFi icon will appear at top-left of the screen when connected to a WiFi network, the icon showing a relative signal strength as one, two, or three bars:

You will only see the Cellular icon with WiFi+Cellular models of iPad when (a) you have provisioned Cellular service with a Cellular Provider - and (b) when you are within a Cellular coverage area for your chosen Provider.
