how to transfer old photos, voice memos, and apps, without transferring old contacts

Wife got a new phone and she wants everything BUT her contacts. She has a new phone number and doesn't want to transfer 800+ of her old contacts onto her new phone. Is there an easy way to do this? We do not want to use Icloud either, if we can. Appreciate any solutions.
