Cloud storage folder and Dropbox

So in Ventura it seems that Dropbox needs to be placed inside the ~/Library/CloudStorage folder … so far so good, but any new files I place into my Dropbox from other workstations don't seem to get written to disk automatically, ie, you get the cloud icon next to them so they only seem to get copied to disk if you actually access them. I can see that this is good for saving disk space, but something I've noticed is if these files don't actually exist on the HD, they don't get included in my backup. So my question is whether there is a way to make all files in my CloudStorage actually be downloaded?
