Apple Watch keeps Switching to Emergency SOS screen even with SOS disabled

Apple Watch keeps switching to Emergency SOS screen when the Digital Crown is pressed. I have disabled the Emergency call SOS but this is not helping. Every time I press the Digital Crown it just goes to a screen with 2 options: call the Emergency SOS or Switch off the watch. Sometimes it happens randomly when walking or lying. I can’t even go to the apps widget anymore. I have reset the watch numbers of time to bring to the factory settings. IOS is updated on both watch and phone.
