Face ID no longer working after installing IOS 16.1.2. On iPhone 11, have reset phone and reinstalled from iCloud backup. Still will not work. Tried to reinstall Face ID and getting message saying "Face ID not available. Try again later."

It appears you have seen the correct article for Face ID not working. If you followed steps 1-8, the next step for a resolution would be step 9 and service for the iPhone.
