What brand and model of hearing aids are you wearing? If you have tried to pair them multiple times and can only get one hearing aid to pair you might need to do a "Reset Network Settings". Here is a link to the instructions to do this: Return iPhone settings to their defaults - Apple Support

Only "Reset Network Settings". Read carefully as some setting you had before this operation will need to be reentered on your iPhone.

Wondering if there is some firmware that could be updated,

if so, your hearing-specialist could likely help with that...

or

perhaps it would help to make use of the Signia app, if it isn't already on your phone.
