clicking on Finder/Desktop doesn't bring up open finder windows like it used to

I found a similar, but not exact question here. I have noticed recently (don't recall which update exactly), that when I click on the desktop, it doesn't bring open finder windows to the foreground, like it used to. I have to click on Command-N to open a new window to search or find something. When I am done with other work and start closing windows, I find an excessive number of finder windows open because of all the times I had to open a new finder window rather than use an open but hidden one. Am I the only one super annoyed by this? Is there a way to make it work the way it used to?

Yes, Finder works fine here.

We need to see what all is running, a report from this will not display any personal info...

Start with this of M1 or M2 Mac...

Start up a Mac with Apple silicon in safe mode

On your Mac, choose Apple menu > Shut Down.

After your Mac shuts down, wait 10 seconds.

Press and hold the power button on your Mac until the startup options window appears showing available startup disks and Options.

Select a startup disk.

Press and hold the Shift key, click Continue in Safe Mode, then release the Shift key.

To leave safe mode, restart your Mac normally, without pressing and holding any keys during startup.

Start with this if IntelMac...

Safe Boot, (holding Shift key down at startup), does the problem occur in Safe Mode? Could take 10 minutes or more.

Safe mode attempts to repair Disks & clears lots of caches & loads safe Drivers, & prevents loading of 3rd party extensions, so if Safe Mode works try again in regular boot.

I can only imply from your response, since nothing was actually said about the issue, that finder is still supposed to work the way I remember?

My Mac is Intel. And not sure why I selected Mojave, the machine was just upgraded to Monterey last week (but this has been an issues since at least the last upgrade.

Do you have any more information about this issue? Is it a known thing? Thought this post might generate a response with others having same issue, but maybe it's just me who is having this or annoyed by it...
