I have a iphone 8 plus i want to transfer my data to from my iphone xr but the iphone 8 plus is stuck on the recovery screen and i have used itunes to try and restore it but it just keeps going back to the restore screen.

Then use your icloud backup to restore data to your XR. If you sync to the cloud or email account add said account and turn back on what you synced. IF you did neither then there is no data to recover.
