We use an ipad mini 5 for a church check-in system. Things are not working on iOS 16.1.1 how can I drop back to 15.7. I see discussion about IPSW file and restore. How do I get a ipad mini 5 wifi ipsw (that is from apple and not a site I know nothing about)?

Sorry, but Apple does not have any procedures nor provisions for reverting/downgrading to a previous iOS/iPadOS version.
Apple, itself, only allows iOS/iPadOS upgrades/updates in one direction. Upwards.
