locked out of iphone

I have an extra phone on our plan that my mom uses (she struggles with new technology) -- we upgraded her phone and now seem to be locked out of her old one because no one knows the passcode. She says she never had a passcode on it... But now it has one. Is there a way to reset the phone so we can sell it, as it's no longer in service? I think it's maybe an iPhone 11. I tried what we though COULD be the passcode, and now it just says disabled on the screen when you power on.

If you enter the wrong passcode on your iPhone Lock Screen too many times, an alert lets you know that your iPhone is disabled. (Learn what to do if you see "[Device] unavailable" or "Security Lockout" on your iPhone or iPad.)

Lock Screen Passcode or Screen Time Passcode.

Note: If you have forgotten the Screen Time Passcode then restoring your device from a backup after the passcode reset will return the Passcode back to your device. So, please do not restore from a backup.

I've gone through that -- this erase option never comes up (I'm assuming the phone wasn't updated -- and it's been sitting on my desk for the last year as a paperweight...). I've gone through the steps on this whole page, and none of it works.
