why can't I see all of my albums on the photo app on my Ipad

I can see all of my photos I have stored on my MAC when I go to icloud.com. I thought I would be able to see all of my photos/albums when I go to the photo app on my iPad but apparently not. Am I correct or am I doing something wrong? I mean am I missing a setting?

I'm new to the Mac environment coming from windows/linux and the storage of things on the MAC OS is driving me crazy!!!!!!

Thanks in advance. please help me before I throw my Mac mini out the window and go back to my HP PC!!!
