I have carrier issue with my phone after iOS update?

so with this, majority of the time it actually depends on your carrier to actually unlock this for you, however depends. If you go into settings>general> about and scroll down to the section where it says “Service provider lock” what do you see next to it? If it doesn’t say “no sim restrictions” next to this, contact your mobile service provider to have this unlocked and explain the situation to them 😊
