If you have smart lights set up, you can use the Home App or ask Siri on any device that’s signed in with the same Apple ID: Add an accessory to the Home app - Apple Support

You first need to make sure you’ve allowed iPad to act as a Hub. In Settings - Home - enable it. If you have an Apple TV or HomePods, they can also be Hubs
