The organiser of a Family Sharing Group cannot be changed to another member of the group. If you wish to achieve this then you will need to disband the group and the preferred organiser will have to set up a new group.
Be aware that members under 13 years of age with an account will have to be transferred from your existing group to a new one before you can disband your current group.
