I have a stolen iPhone, I would like to contact the owner of the cell phone to return it...

iOS provides a method by which the owner could leave
contact information on the lock screen. If that is not set up,
there is no way to find the owner nor will Apple assist in this
matter.
If the iPhone turns on, you could ask Siri who owns the iPhone -
may or may not give you what you desire.
Otherwise, turn the iPhone over to the local authorities since you
know the iPhone is stolen. They have access to other resources
and may already have a stolen property report.
