what is iCloud drive and where is it stored

i think i understand whats going on
i am trying to free up storage on the iMac and it looked like i had duplicated photo libs that were stored on external drives and didn't want to trash it till i was sure

it looks like it's stored on my iMacs drive and there's a link to my iCloud acct. that lets me access from my other devices.
Is that correct?
The link you have highlighted is normally just remote off in the cloud.
