I need to confirm something so I can pay for iCloud storage
I need to know how to submit my payment information so I can have iCloud storage. I live in Seoul, South Korea, but I'm paying with my American based bank account.

You can't do this. You have to use a credit card issued in your country and regstered to an ddress in your country. You could see if you can find 'Itunes and App Store gift cards' in local shops and redeem those in your account to pay for the storage. Of course you'll have to keep doing it to pay for the monthly cost.
