I have someone who has a Mac M1 processor Macbook Air and they are trying to access Apple Diagnostics but it will not run without an internet connection. Is this possible. Will Apple force them to shelve the Mac for a different (non-Mac) machine. The computer is acting strangely so they'd like to test the hardware but have no access to WiFi.

Apple Diagnostics requires a wireless Internet connection. Refer to Mac diagnostics won’t run, no internet connection - Apple Community.
Your alternative is to find an authorized Apple Service Provider with an equally authorized copy of Apple Service Diagnostic, which does not require an Internet connection.
You can also post more details on the problems so that the community can offer some advice on how to proceed. To look for possible software issues run EtreCheck and post the report here using the "Additional Text" icon which looks like a piece of paper.
Also try disconnecting all external devices in case one of them is causing a problem.
The diagnostics don't detect the majority of issues so not a huge deal if you cannot run them since the only useful diagnostic is one which reports a failure or freezes during testing.
