Can I upgrade my iPhone as well as iPad ?

If by upgrade you mean update to new iOS or iPadOS version, then yes. An iPhone 8 can update to iOS 16.

Wether you can update your iPad, will depend on the model of iPad.

In either case, you can go to Settings->General->Software Update and get a new iOS version.
