Currently running Big Sur 11.6.7
Mac is perpetually 'Finding Update' and the update never shows up.
-I have a great internet connection
-Plenty of storage is on my device
-I've restarted the computer
-Tried uploading Ventura manually through the app store (never finds the update)
-Tried uploading manually through terminal (never finds the update)
Any advice would be much appreciated!

Try downloading when running in Safe Mode.
Are you running some "antivirus" or "cleaner"?
And do not upgrade without a backup first...
Are you using a VPN? Or Firewall app? If so, turn them off.
Did one more restart back to normal mode and tried uploading, and this time it worked.
Have no idea how or why, but I'm not questioning it. Thank you both for your help!

My point was that you shouldn't have any antivirus or cleaner... because they might be blocking the update.
Did you try searching for Ventura at the App Store, and going from there?
Tried it, still stuck loading:
Backup took a while but was able to do that successfully. The computer still seems to be unable to find any updates in safe mode.
Also, I currently do not have an antivirus or cleaner installed so I just uploaded/ran Avast. No viruses or ransomware.
My mac can't find Ventura or any other OS updates
