New Safari windows do not open on external monitor

Since the Ventura upgrade, whenever I open a new window in Safari (which lives on my external monitor), the window opens on my MBP. I can't find any way to force it to open on the external monitor. Whenever I hook back up to the external monitor, I use Exposé to show all open apps and grab Safari by the badge on the topmost window and drag all windows to the external monitor. This always used to put Safari there (along with all new windows, settings/preferences windows, etc.). But with Ventura it is broken. Thanks in advance for any assistance!
