Apple pencil toolbar changes in different apps?

I was just wondering why different apps (notes and keynote etc.) have different toolbars? Can I change this? I kinda want to be able to use the fancy crayon tool in notes, too. Are there any settings for that?

For iPadOS16, slide the visible tool palette to the left to reveal additional tools.
