Need to delete an iCloud account
I need to delete the account I no longer have access to on my phone and put my new account on my device

You will need to regain access to the account to remove it from your phone.

If you can't do that, you'll need to provide Apple with the original proof of purchase for the device from an authorized retailer to have the activation lock removed.
