I've update my iMac M1 to macos 13.0.1 and now Safari (16.1) doesn't work anymore. I've tried a lot of different websites and all have the same problem --> start and then stuck after 15%.
All websites work with Google Chrome or Firefox.
@Apple developers: pls fix promptly.
These seem innocuous but you may try temporarily disabling them and test.
If this were a widespread problem with 13.0.1, there would have been an outcry, so it seems more likely to be something peculiar in your setup.
Full disclosure: I have not update to 13.0.1 yet, so I can’t test this until later today. I am away from my mac at the moment. I will report back.
In the meantime, you may try a few more tests. Does Safari work in Safe Mode? Does it work when booted normally and logged in to a new user account? This can help narrowing the problem down.
Any Safari extensions installed? Check Safari->Preferences->Extensions

But ... I've put them away and relinked them --> now it works.

I've already disabled them and then it has worked.
I've now enabled them again and it still works. Maybe this time it was only necessary to disable and re-enable the extensions.
