Wondering if this is the setting you need:
Settings > Focus > Do Not Disturb = “off”.
Else:
Use Mail Privacy Protection on iPhone – Apple Support
says
"Go to Settings > Mail > Privacy Protection Turn on Protect Mail Activity."
You can turn it off if it is on
