Cannot enable Google Workspace Sync now even though Federation is already enabled

Google Federation has been setup and shows as a green check mark. However when trying to turn on Google Workspace Sync there is an error that says

"Cannot enable Google Workspace Sync now.

You must federate a domain to enable Google Workspace Sync."

Not sure what else to do.

Found the issue... Even though federation authentication is a green checkbox, I had to hit Edit under Domains, and there was another slider that says "Federation Enabled". Once that was checked the problem was fixed.

No, this error is in Apple Business Manager/Apple School Manager.
