Purchased ringtones won’t download

I purchased a ringtone on my new iPhone 14 Pro Max running iOS 16.1. Here are the steps I’ve taken multiple times:

1. Tap the price in the Tones Store. Menu pops up.
2. Tap “Assign to a Contact”
3. Choose contact. Menu pops up.
4. Choose “Set as Ringtone”
5. Double-Click to Pay Face ID pops up.
6. ”You Have Already Purchased this song” pops up.
7. Tap “Download”
8. Spinning starts.
9. Circle with little stop square inside it sits there for a few minutes.
10. Price shows back up.
11. NOTHING in “Downloads” inside iTunes store.
12. NO ringtone in my list.
13. Reboot my phone.
14. Repeat.

I’ve done this 4 times now. Same result.

I’m on 1TB Wifi internet speed. Cellular is also on.

I’ve tried multiple Apple & Google recommendations, including “Download all purchased tones” and all that happens is that option disappears from BOTH Settings AND inside the contact options and doesn’t come back until I reboot the phone.

I’m not a newbie - I’ve downloaded plenty of tones before. This is clearly an iOS 16.1 bug. Please tell me how to bypass it or if it will be fixed in the next update. Thank you!
