Export Frame from Video

The option to export a frame to pictures is grayed out in my Photos app. Can someone help with this?

Just to be clear, this is what happens for me: I click on a video, hit space bar, and it expands to fill the frame. I move the indicator to get the right frame. I then click on File>Export>Export Frame to Pictures (it's not grayed out for me), and it seems like nothing happens, but I can see a new image named Frame-stuff in my Pictures folder. Is this what you did?
