You cannot since you don’t know the password for the AppleID signed in on that device. You will need the cooperation of the person who’s AppleID is signed in. They need to follow the section about turning off activation lock in -> About Activation Lock on your Apple Watch - Apple Support
If the seller will not or cannot help you, you won’t be able to use that watch.
