How can I add my older daughter to family share — when I select child it won’t let me enter a bday older than 13years from today!

For iCloud's purposes a child account is under 13.
Where are you selecting 'child'? The error you are encountering is that you seem to be selecting a child option but using a date of birth 13 or over.
