Correct; this is by design.
The Ruler drawing-tool is positioned and manipulated using finger gestures; the Pencil uses the Ruler position as a drawing guide.

Correct!
Just like how this would work with a real life Pencil and Ruler/scale.
You manipulate and hold the ruler/scale in one hand and draw a line or mark a position with the other hand holding the Pencil.
This seems pretty straightforward and natural to me.
It appears that the ruler is activated by the Pencil tool but the only way to move or reorient the ruler is by using two fingers. The Pencil can draw lines but not influence the ruler’s position.
