disable automatic dictation
My iPhone is recognizing me speaking when I am composing a text message. However, it does so WITHOUT ME HAVING HIT THE MICROPHONE ICON. Why and how do I turn that functionality off?

you didn't answer the question at all. it has nothing to do with my os version.
I discovered the answer when I noticed the ICON on the home screen --I think it is a microphone
while investigating changing the volume on my speaker during a phone call, I inadvertantly enabled "voice control". settings / accessibility / voice control.
I googled this forever to no avail. oh well.
