Voice control won’t turn off - IPhone 13pro OS 16.3

Despite turning off Voice control in every setting, it’s menu keeps popping up on my screen. I’ve done everything in all Apple’s suggestions and it still comes up. For a phone that was over £1,300 in the U.K. this is simply not good enough. Please advise. I have no interest at all ever, in using voice control or Siri and wish it could be deleted from the phone.
