Well, when migrating from iOS 15 to iOS 16, you’re generally presented with a large screen showing an iOS 15 update on top and a line at the very bottom saying “Upgrade to iOS 16.”
So apparently you did not choose the iOS 16 alternative.
Try “Remove and download the update again” from the article I linked above.

Yep sorry I meant that iOS but generally I wanted to update it to iOS 16.1
