I purchased an apple Watch Series 7 (used) from US, and then ship to my country (Vietnam). When i set up Cellular plan for my watch, it show that "This apple Watch does not support Cellular in this region". Could you please advise me how to set up a cellular for this watch?.

You'll want to confirm that cellular for Apple Watch is supported in your region. You mentioned being in Vietnam. Your region is not appearing on the listed here: Apple Watch - Carriers - Apple.
It would not be possible to set up cellular service for your Apple Watch in your region.

A cellular Apple Watch made and sold for the US market is supported by carriers in the US, Canada, Mexico and Puerto Rico. You can use the watch as a GPS only model, meaning it will work as long as the paired iPhone is near the watch, but you won't be able to set up cellular service on the watch in Vietnam.
