We understand that Finder is not opening when starting up your Mac. Let's access safe mode. Completing this step allows us to determine if the issue is caused by software that loads on your Mac. If the Finder still won't open in safe mode, then you'll want to test another user account to determine if the issue is specific to your user account or system wide.
To create a user account go to System Preferences > Users & Groups, then click the + button in the bottom left to add an account. For the account type just select Standard, and you can name the account Test or whatever you'd like to use to identify it.
Change Users & Groups settings on Mac
Once you've created the account, switch over to it ( > Log Out) and see if the Finder opens over there or not.
If there is nothing happening when you click the Finder icon in that account either, then you'll want to contact Apple to report the issue: Get Support

Finder opens in the taskbar but the window doesn't open. Fianlly gave up wiped my machine and started again. Same problem. Finder doesn't open where I left it when I shut down. It also doesn't remember the window position when opening, just open in the middle of the screen 1. Finder has always been terrible but it is even worse now, thinking of going back to monterey.
Tried everything including spending a long time talking to a support agent on the service site, a complete waste of an hour. Have given up £2.5k on a mac studio and it's absolute SH*** since I upgraded to ventura. Going to downgrade to Monterey
